I want to know if that higher clock speed on the dual core is ever gonna be better in certain circumstances than having the 3.1 quad? Or does it not ever matter? Is the quad always gonna have the edge?

Basically a quad-core will outperform a dual-core for certain applications. Video or audio encoding/decoding, multichannel audio recordings. Also if the CPU "shares" graphics processing, like in some notebooks, HD gaming.

In this case, the quad beats the dual core in both single core and and multi core task. Single core scores are very close, but the quad really outperforms the dual in heavier tasks which use the quad cores:

Quad-core will always outperform a dual-core processor.

So when would the Dual core outperform a Quad?

A dual core would outperform a quad core if it the quad core is from the older generation of processors.
