How do I free up space in the cloud?

How do I free up space on my cloud? Can I retrieve pictures that have been sent to the cloud but deleted from my phone?

See -- Manage your photo and video storage - Apple Support. iCloud is a syncing service which syncs your photos/videos across all devices, therefore your photos cannot be accessed if they were deleted from the phone.
