I am fairly certain that if you completely remove CleanMyMac (both versions) and then run the test again, you should see normal performance. Based on thousands of posts here, CMM--regardless of version--degrades perfomance on any Mac on which it is installed.
Never install any third-party software that claims to "clean, tune-up, or optimize" your Mac. They are scams because the Mac OS does a fine job of maintaining itself without any outside help.
Exceptions are Etrecheck that only recently added a function to remove know-bad items that the user installed, and MalwareBytes. Both are safe and will not affect performance.
Quick question - and apologies, not related to a solution. I am looking for the same answers.
