How to buy an app on an outdated iPhone?

I've recently been gifted a iTunes gift card and looking to buy an app from the iTunes store but I cannot since my Apple ID will not let me purchase anything unless I reset it by answering security questions or verifying a recovery email. Unfortunately I don't remember the answers to the security questions I put long ago and I didn't have a recovery email. So now, I'm using my original phone (iPhone 4) which allows me to buy apps but not any apps after iOS 7.
