Broken Apple Pencil or IOS 10.3 bug?

I have an iPad Pro 12.9 running IOS 10.3.2. Every time I plug in my Apple Pencil it shows the Pairing Request window for a few seconds and disappears. It says "connected" for a few seconds then disappears and moves under "other devices". When I try to connect again it times out due to the pencil being Off or out of range. The problem is when I connect the pencil to see if its a battery issue it doesen't even show up on the battery widget on my ipad, I don't even have the battery option under my widgets.

Another thing I noticed is under the About page in the settings, The Apple Pencil bar keeps appearring and disappearing every few seconds. Has anybody experienced this or know how to fix it? I've tried everything from forgetting the device, restarting my iPad, i even rebooted it and charged my pencil for an hour and still nothing

Bring your iPad Pro and Apple Pencil into your "local" Apple Store for evaluation.

I am guessing that your Apple Pencil might be the device having the issue.

I have exact the same issue as you mentioned. Do you figure out the reason or solution around it?

I tried to turn off bluetooth and plugin the pencil, there would be one notification show/hide every several seconds.
