icloud for windows server stopped responding

I have had icloud working with calendar on outlook 2013 for years.

I just recently went to uninstall and reinstall it to make sure it was updated.

Now when I try to "set up icloud contacts..." it fails with the message "your setup couldn't be started because the icloud server stopped responding."

I have tried older versions of icloud for windows as well as the most recent 6.2.3.17.

I have tried to login to icloud for windows with an application specific password, but that is rejected. 

My normal user password logs me in successfully.  (I assume icloud for windows does not yet support 2FA.)

I do use 2 factor authentication with outlook and have no problems there with an application specific password.

I am able to manage storage with the icloud for windows app without problems, so it appears to be talking to the server for that purpose.

icloud for windows does not appear to be syncing either photos or icloud drive files.

My two iphones and the website are properly syncing both icloud drive and icloud shared photos.
