mailto not working on iPad

I am using iPad air, iOS 10.3.3.
On LMS mailto is not working properly, normally if I click on the link it opens new message tab. but on LMS I supposed to click and hold to open a new message. why it works differently. I am bit confused, not getting a solution for same in Apple forum.

Go to settings down to Email Accounts delete accounts that are not working then add Them back again.
