Apple Watch 3 and Costa Rica

Now that I have read several topic, does the new watch need to be purchase with an IPhone plan? I have two different plans with different companies and sometimes depending on where I am, I use one or the other plan and I just link the watch with one phone or the other, I will be able to do it or will be lock to an specific plan? Who make the test for Costa Rica?  The price for an Unlocked watch will be higher? I know all those questions are unanswered now , but I hope some one will be able to answer it before I purchase it, I can test it on an Apple Store in the US, because I will mainly use it in CR
