Iphone7 in Germany.

My daughter purchased a Iphone 7 in the United States and now lives in Germany. Can she purchase a plan to protect her phone in Germany?

No. Not from Apple. The warranty and AppleCare/AppleCare+ do not provide international coverage. It may be possible to have it serviced outside of the country where it was originally sold, but that is the exception rather than the rule.
