i forgot my apple recovery id and even its pass...

i forgot my apple recovery id and even its password.My ipad air(ios 9.3) is not activating .What should i do now?

I tried but I forgot the id which i used to enable "Find my iPhone" and I have been trying to find it since the last year but I am unable to do that! I contacted apple support but they asked me for the bill number nut it has been more than 3 years since I purchased my Ipad so the bill has been misplaced.
