mac slow

After much time alone and on the phone with support, I think I have determined my issue (?), though I don't know how to solve it.  The icloud sync seems to be hanging.  It happens in both my user accounts.  I turned this off in this account, but it still runs as "poor."  I had MS word open; when that is closed it runs "below average."  I have freed up all the drive space I can and deleted so many files and programs, but now this macbook air runs as slowly as my mac mini, which I have spent hours and hours also trying to fix. The mac mini does work better in safe mode and I reinstalled the OS, but that didn't help it.
