Macbook Pro Retina 2015 (15") will not cold boot.

I have a Macbook Pro 2013 15" Retina.  It is not powering up from cold start.  The only way I can get it working is to unscrew the bottom cover, unplug the internal battery, then it will power up with the AC adapter.  Now when I close the lid so it goes to sleep, I can now replug the internal battery and once I open the lid, it wakes from sleep and can detect the battery (which is in normal condition).  So as long as I do not power off completely, it works fine.  Restarts work fine too.  I tried holding down "D" to go into the diagnostic mode and it found nothing.
