Apple DEP sign

Hi all, I hope someone can help.

I'm unable to sign-in with any other Apple DEP admin account to initially configure a new iPhone, however, using my admin account (the original account which setup DEP) the process works as expected.

The below initial page displays asking me to sign into our Company portal, my account works fine, but when I put in another admins details it sits there for 2 minutes, then pops up with the keyboard.

I initially thought it may be because the other admin accounts haven't accepted the new Terms and Conditions or setup two-factor authentication for their Apple accounts, but this made no difference.
