She tried that already but she didn't even know the answer on her own security questions that's why she can't recover the account. Aside from that, is there any way to remove the icloud? Thanks for the reply! 

If she cannot recover the account information, you will have to take the original receipt and your identification to a physical Apple Store and ask for assistance.
