reinstalling OS X on my mac

So I recieved a hand me down Mac.  I begin to wipe the hard drive and reinstall the OS X. I get to the point where it asks me to sign in to my apple ID. I've never had one so I make one on my android phone through the browser. I try to sign in and I get the promt "This AppleID has not yet been used with the App Store. Please review your account information." I hit reveiw and nothing happens. What do I do? I dont have a apple device or another computer.
