Please Help me!

In the last few weeks I have been getting a white  pop-up in my home screen that has nothing except "This page is inaccessible" on the top left side. This Pop-up disallowed me from seeing or using anything and I have tried everything to close it but I couldn't. However, the only way to close it, is by shutting the laptop off.
