Getting all my iphone contacts to my iPad

I have an iphone 5S and an 4th generation iPad.  When I try sending a message to one of my iphone contacts their number doesn't show up and it doesn't go through. The only time I'm able to send a message on my iPad is if the person had previously texted me and it went to my iPad.  How do I resolve this issue? How do I get all my contacts onto my iPad?6

Go to the iMessage setting menu, turn both off on both devices.  From there turn i message on from your iPhone Then your iPad. From there ensure text forwarding is enabled under the iMessage menu on your phone.
