Your Apple ID is disabled because you have a billing issue. Schedule a call from iTunes store support at getsupport.apple.com.

Be sure to choose iTunes & Apple music, then iTunes store, then purchases billing and redemption, them iTunes store account billing. Otherwise it'll schedule a call from technical support who can't help with billing issues.
