I uploaded the recent iOS 11 update to my  4th generation iPad  and now it doesn't work what can I do?

I am not sure how you were able to do that as iOS 11 is NOT available to the 4th generation iPad.

iOS 11 is an ALL 64-bit coded OS and your iPad 4 is only a 32-bit hardware device that is supposed to be unable to use a 64-bit coded OS.

iOS 11 ends all support for older, 32-bit hardware architecture iDevices.

So, you shouldn't have iOS 11, at all

Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
