iOS Offline Update

I work for a company that uses 16 different iPads at client locations as log books. They're all slightly different in age but all need to be updated to the most current compatible version of iOS. While we have cell service on them through Verizon, we can't update iOS over cell, it must be done via Wi-Fi. The problem is these locations don't have Wi-Fi. The help guides all say to connect to iTunes but, again, that doesn't do anything when there's no Wi-Fi. Is there a way to pre-download old versions of iOS? I'd like to set up so when I connect the iPad to my laptop, it can push iOS without Wi-Fi. Again, there's data connectivity through Verizon I just need a workaround to the mandatory wifi connection. I can't be the only person with this issue...
