iPad Mini stuck on recovery

Today I went to reset my iPad Mini in settings. I confirmed the reset at around 4:25 PM EST time and it has been switching from the Apple Logo screen to the Apple Logo with the loading bar you would normally see when you are updating any iOS device. I have tried to put the iPad in recovery mode and have also tried to turn it on manually. It is currently plugged into my computer. Any suggestions?
