I bought a iPad 2it was locked with a Apple ID and passcode and I can’t get in touch with the person I got it from can someone tell me how to unlock it 

Let's be blunt here.

Without the previous user's Apple ID and password, you will never, EVER get that iPad 2 work.

It's an electronic paperweight/serving tray.

The only way to release the Activation Lock is with the help of the person who set it.

Without that help there is no way to unlock it at all.

Activation Lock Problem

If you purchased the device second-hand, then it is useless without the Apple ID and password to which it is locked. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you. If you are the original owner then take the device, a copy of your purchase receipt and identity proof to an Apple retailer where they may be able to assist you.

The only way to get it unlocked it to get in touch with the person who put the lock on. Only they can remove it. They can do this all remotely:

Removing Previous Owner from Device

If you cannot contact them to do this, then if there is any way to get your money back, I'd do that. Otherwise, you have just been ripped off.

Hi. Yes you can, but it will not remove the activation lock. The previous replies were correct. There is no shortcut to getting it working. If you were cheated, then you were cheated.
