How do I add someone who has new apple device t...

Using iPad iOS 10.3.3 With FaceTime .     FaceTime is turned on and functions with some of my contacts, but not others.   I have friend in contacts with email and U.K. Phone numbers, who has 3 apple devices, and uses FaceTime all the time to cal family in US.    When i try to place call, face time icon is not highlighted so that I can choose it and place a call.    I have already consulted Apple FaceTime help, everything checks ok, but still cannot add this person to FaceTime contacts.  I would so appreciate your help.  Chuck, Seattle.

Ps.   If my friend tries to place a call to me, would this possibly solve the problem?
