Cannot transfer music to iPhone 4s

MacBook Pro 13 inch Retina display (mid 2014)

2.8 Ghz Intel Core 1.5

8 GB 1600MHz DDR3

Mac OS Sierra 10.12.6

iPhone 4s

iOS 9.3.5

16 GB C8RJ1AJ8DTF9

2.06GB free

iPhone does show up in iTunes as a connected device as well as in the System Information, USB Device Tree.

I cannot transfer songs from iTunes on my MacBook Pro to the iPhone 4s. The phone is not activated with any phone service but that should not make any difference. The phone works fine every other way. I can download a game or app, I just can't transfer songs! If I purchase the song from iTunes it will load. But I want to transfer other songs. The phone shows up in iTunes as a connected device but when I try to drag and drop from my iTunes library, it simply does not transfer. I have also tried selecting a song in the library, going to the "Song" pull down menu, going to "Add to Device" and my iPhone shows up as a connected device but once again it will not transfer the song. Any ideas?

Thank you in advance.

Tim

Make sure you have manually manage this music and videos ticked off in iTunes.

Be forewarned this will delete any music, podcasts - any iTunes assets you have on the device!
