Photos does not have the necessary permissions ...

After new OS X update, photos won't open because of error message... Photos does not have the necessary permissions to create a library in the folder that you selected.. What does that mean. How do I fix?

I suspect after the OS update that your user name seems "new" to the external drive, so permissions aren't granted. This worked for me:

Right click on the icon for the external drive that your photo library resides.

Click "Get Info"

Unlock the padlock (you'll need your account password)

Check the permissions for the drive. I suspect your account name is likely set to "Read only"

If so, click the plus sign, choose your user name and change the permissions to "Read and Write"

Set the lock to closed.

You should be good to go.
