USB Restore process has failed

So I was trying to remove all data from a USB (so I could turn it into a Windows boot drive). I chose to 'erase' the USB, then it immediately disappeared from my file system. Then when I put it back in I get an error:

'The disk you inserted was not readable by this computer."

I choose to initialise, which takes me to Disk Utility. I click on the usb and it tells me the following:

Clicking upon info gives me the following:

So I choose to restore:

And I get this:

What is happening here? It's just Fat32 so it should be fine, right?

Not if you are restoring from an HFS+ source.

Could you elaborate on this, please? I don't really know where I'm supposed to be restoring 'from' - it only gave me one option

What is the format of the USB drive.
