Locked out of Mac Pro due to Hackers

A little over two weeks ago my iPhone 7 was stolen at a night club in SF. Whoever did this was an obvious pickpocket as I put it on lost mode to only have it be turned on in Russia. Within twenty or so minutes of getting this notification it turned on in Russia, my iCloud was locked out, my account was locked, and my Macbook Pro, iPhone, and Mac Pro got locked out. My phone was an easy fix but my laptop and Mac Pro were asking for a firmware passcode. I've never assigned a firmware passcode to either of my machine's so I didn't know what to do, I went down to Apple and they told me I needed a paper receipt in order to get this repaired. Now, I find this first of all to be a horrible way of being the single most effective way of getting this resolved. My Macbook Pro, which I purchased two weeks prior to this happening was easy to get the paper receipt but I purchased my Mac Pro off Craigslist. it was a Mac Pro 3.1 with loads of upgrades for $400 so I hopped on it, now it's a near 10 year old machine so, no, I don't have the original receipt, and no, the original owner doesn't have it. The Apple store and technical support insisted I needed to have this to assure I was the owner even though I had been using the device on my iCloud for years before this happened. So in the end, I can't get my machine back from a hacker who stole my phone, and it can't be fixed because I don't have a 10 year old paper copy of the proof of purchase? There has to be some other way to evaluate I was the owner and this issue needs to be addressed. I'm a student and have a lot of vital information on this machine such as my copy of Adobe studio along with my Film Class projects. This logic by Apple makes absolutely no sense and if anyone can link me to a corporate email or someone high on the Apple spectrum to get this resolved that would help me a ton. I don't get how I'm at fault here for getting my computer hacked, this policy has got to be a joke, obviously I was the owner considering they locked my device out of my own iCloud. Please someone help me!
