Voice Over is blinking when turning on (Macbook...

I use Voice Over a lot, but now when I starting it (with both Cmd+F5 or in Settings) it blinks for some seconds and turns off.

I have tried to reinstall OS and it helped for some time, but now it doesn't work again.

Try clearing SMC by resetting it. This often solves hardware-related issues.
