how to enable calls phone use sim card on ipad

my device :iPad air 2

ios : 10.3.3

my problem

i put sim card  in my iPad 

i cant  send or receive calls  phone

how to help me to solve this problem

Ipad is NOT a cellular phone simcard is for data only

You can answer calls on ipad but only if your iPhone is near by.

Basically you can't use it as a "pure" phone.
