Is it me or is iTunes v12.7 buggy in Windows?

Hello.

I just upgraded my v12.6.2 to v12.7 (both installed into c:\winstuff\iTunes directory) and rebooted my old updated 64-bit W7 HPE SP1 box. However, it is buggy and slow (https://imgur.com/a/qZT42 for a couple screen (shot/capture)s) I ran into right away. Also, it has no more Apps! I am going to downgrade back to v12.6.2 and then stay there.
