How does Time Machine deal with file moves?

Does TM accurately reflect a file move without keeping two copies of each file?

I've found help articles which suggest TM will keep two copies, the original and the moved copy but looking on my TM I'm not sure that is the case.

Not sure if it matters but I'm using an external drive not a Time Capsule.
