USB not working; MacBook Pro Retina 15" Mid 2015

I recently purchased a MacBook Pro Retina 15" Mid 2015 (Part Number: MJLT2LL/A), running the most up to date OS X El Capitan. Both USB 3.0 ports do not work with any USB 2.0 cable I have tried, whether it be my iPhone connector, iPad connector, or the USB cable to my printer. When I plug in either my iPhone or iPad into either port, the connection comes and goes rapidly (such that if my phone is on vibrate, it does not stop vibrating). It is also important to note that both my iPhone and iPad connect normally to wall outlets and other computers. However, when I plug in my My Passport Ultra (which has a USB 3.0 cable), it connects perfectly fine. I have visited the Apple Genius Bar once already for this issue. They reset the PRAM and that fixed it temporarily and I am still having problems. When I reset the PRAM on my own, it doesn't even fix it temporarily.

UPDATE: I tried resetting the SMC and it worked. A day later, and I have the same problem. Anybody with similar experience, please comment.

I suggest another Apple store genius bar appointment.  If the MBP is in the warranty period, insist that they perform a permanent solution.
