Permanent iCloud photo storage

I need a way to permanently archive photos, music, and important documents on the cloud. Files come from multiple devices, including 2 phones with the latest version of ios, jump drives, and an older Mac running 10.9.5. iCloud currently isn't storing my photos from iPhoto since the software is too old. Any other apps I can use? How can I store and then access ALL my photos on iCloud, not just the ones on photo stream?
