iPad Minimum Volume Too Loud

So I have an iPad Air (1st Generation) and a Bluetooth headset. When playing audio at 1 bar (minimum Volume), I don't hear anything through the headset. When I turn it up to 2 bars, the audio is quite louder than I'd desire. Turning it up half way will turn the headset into a fairly loud Bluetooth speaker. How can I fix this? The volume works perfectly on my Android phone, so I assume this is an iOS problem. I'd love to be able to use a Bluetooth headset without having my ears blasted. Thanks in advanced. Any answers appreciated.

You cannot fix it. It is a problem with all BT hearing devices. With a speaker, it isn't a problem, but with earphones it is. The only "fix" is to use earphones that have a relatively high impedance, but that will eliminate BT headphones. I use a pair that plugs into the earphone jack on my iTouch.
