"Add Artwork" button is grayed out!

I have a Windows 7 Pro PC that has iTunes on it. My wife has a MacBook Pro with iTunes. We are trying to change album artwork for various songs. On mine it only has the "Add Artwork" enabled on very select songs. But most of them do not have this options available! It's simply grayed out after we right-click on either computer and it shows "Get Info", once selected, it lets us navigate to the artwork tab, but it grays out the "Add Artwork" button! I know that it's got something to do with the iTunes settings or my account settings for privacy or permissions or something? How do I remedy this? Is it based on permissions on my individual albums or something that I need to change?
