iTunes thinks I still have iCloud music, but I ...

iTunes thinks I still have iCloud music, but I have unsubscribed.  Now I can not synch music to my devices such as iPhone of iPad, as iTunes the tab for my device (an iPad), in the Music tab, it says "iCloud Music Library is On; and in iTunes Edit->Preferences->General, there is not an option to turn iCloud off (or even any mention of iCloud).  What should I do?  Uninstall, then reinstall itunes?

I unsubscribed from iCloud music, because it gave me two copies of every song, filling up the space on my devices.
