iOS11 Multitasking Question

iOS 11 Multitasking is great, but how to I open an app in 'Slide Over' that's NOT in the dock?   If I'm in a full screen app that I don't want to close, my only options that I can see are to open one of my 6 fixed apps, or 1 of the 3 recently opened apps.

Example:

I'm playing an online card game that I don't want to disconnect from.  In Slide Over I have my messages up, but there's a pause in the game, and I want to open the news app.  It's not one of my 6 fixed dock apps, and it's not one of my recent three apps.   In iOS 10 I could easily swipe down from the top of the screen and pull up a carousel of other Slide Over compatible apps.  In iOS 11, I can't seem to find that option.
