iCloud disabled

I updated my phone to iOS 11 and got stuck at the activation lock screen because my password for some reason was not working. I tried like 10 times but my account got disabled and locked.

This Apple ID has been locked for security reasons.

You must unlock your account before signing in.

I tried recovering it by iforgot.apple but it's asking for my trusted number (not allowing me to advance) and I don't remember to had one added and my 2-Factor Verification is OFF
The phone is mine I can provide all the security questions, the date when was the account created, birth date etc...

How can I recover my Apple ID now?
