You need to be a lot more specific.

Sounds like a wireless issue. Are you connected to a reliable network? Is that at home/fixed location  or when you are out and about?

Check Safari extensions

Some Safari extensions that block ads or other website content can prevent some page elements from displaying. You can temporarily turn off extensions, then re-load the page to see if this is the issue.

Sometimes slow network speed also counts , and have to refresh the browser .

when I go on a web page it loads then about 6 sec it wants to refresh the page.

Some web pages refresh automatically, but if this happens with any web page it certainly is not normal.

I suggest you look at the extensions you have, as per tygb's advice.
