This can be done via the Character Viewer. The Rupee sign variants (₨, ৲, ৳, ૱, ௹, ₹) can be found under the 'Currency Symbols' category.

Simply download the Times new roman font with rupee symbol and add that font using Font Book app. It will warn of minor error but simply proceed with the install. You will get the rupee symbol ₹ by selecting font "Times new roman" and typing ₹ on the keyboard. The original system font name for Times new roman will just be "Times". Enjoy!
