mac os how to control hyperactive cursor

New MacBook Pro. Enabled dragging with drag lock b/c couldn't drag and drop anything. Now if pass cursor over anything, w/o clicking or holding trackpad, it picks up images, pages, even apps from dock and deletes or move them. I have to try to move cursor around screen rather than across it. Switched to drag w/o drag lock, but same result. Also if pass cursor along edge of webpage or document it selects part or all of it.

Is this the trade off with Sierra? If want to drag and drop must let cursor pick up everything?
