When I hit the shuffle all icon on my playlists...

It doesn't matter how many times I hit the shuffle all icon or whether it's on a playlist or my library, the songs are not shuffling. I have iPhone 6s Plus. 

make sure you are clicking "Shuffle All" or the arrows crossing over one another and not the repeat icon which is an arrow in a circular shape. If its still doing the repeat reboot the phone and open the app back up.
