My daughter does not get an ask to buy option w...

We have family sharing and my daughter would like to buy a non-free app.  When she tries to complete the transaction, it shows a "payment information required" screen.  When she hits continue, it only gives her a "information encryption screen" and does not give her the option to "ask to buy".
