Home app not showing location based automations

i have recently gotten some Hue bulbs, and with the latest iOS, I downloaded the home app hoping to set them up to run on when I get home. I have an Apple TV 4 also updated. However, the “People Arrive” and “People Leave“ automations are greeted out. Me and my partner’s phones have location services set up and permissions as per instructions. This is very frustrating.
