Apple Watch 3 Cellular Service Required?

I'm assuming that now the product has been announced, we can talk about it.

My question is about the LTE connectivity of the Apple Watch 3. If one buys the version that allows LTE connectivity, does it have to be utilized that way immediately or can you use it without subscribing to a cellular service, possibly tethering it to an iPhone so you can later add it to a mobile plan?
