Why did my new Macbook install Sierra when I mi...

I have been running a MPB 13" 2.7 ghz i5 core with El Capitan.  I got a MPB 13" 3.1 ghz i7 core with a larger hard drive and proceeded to migrate my data to the newer computer using today's freshest Time Machine backup of the earlier (El Capitan) machine system.  When I rebooted the OS was Sierra.

 

I do NOT want Sierra, I want to continue to run on El Capitan as i prefer it (don't want to get into why). I don't understand why the El Capitan system does not install when it was my last running system on my backup.   It's not THAT new of a machine, only slightly  (both 2015).

 

Is there a way to get this newer machine to "accept" my El Capitan backup and migrate not only my data but the OS of my older machine? thanks!
