changing iPhone screens using iTunes

I wanted to use iTunes (12.2.6.20)  to rearrange the icons/screens on my iPhone 6 (IOS 10.3.3) but the iTunes display is different than the iPhone.   They have the same icons and same pages, but the iPhone array is 4x6 while the iTunes display is 3x8 and falls down behind the task bar at the bottom.  It is NOT a sync problem, just the display format which makes changes awkward.  Double clicking enlarges the image but does not change the format and changing the screen size does not change the 3x8 display.   Here are screen shots of the iPhone on the left and the iTunes on the right.  

I tried changing the graphics properties of iTunes.exe under Properties but that made no difference.
