I lost my photos

hi,I wanted to import my photos to my hard external from my Mac and all my photos had I at the bottom on right so an error came up"error while downloading the arg version of photos please try later"I read on this websayt that I have to restart it and then hold shift and I did all the steps and at the end it didn't work then i try another suggesion  which said creat a new library and manage it into  the system and as soon as I did that I lost all my photos.what should I do?help me
