I just want to know how and which adobe flash player I can download on my iPad Pro I have cellular data

Hi. Adobe has not created Flash Player for iOS. It does not exist, so you cannot download it.

There are some apps, like the Photon browser, that let you view Flash content. But they use a remote server "somewhere" to convert the content to a video stream, so they're not all that reliable.
