system preferences will not load

Starting just a few days ago, system preferences will not load on my 2016 macbook.  I click the icon and there is just the turning beachball; I have to force quit it.  This means TIme Machine is not working properly (I have a new hard disk). I am doing a backup using Carbon Copy Cloner in case all goes wrong. I ran Techtool and found no problems, and will run it fully from another disk once my backup is complete.  It also had some video glitches on restart just now: like an old TV with white lines appearing on the screen.

The logic board failed soon after I bought it and had to be replaced in March.  I am hoping this will not have to happen again, but I am under Applecare.  Any thoughts?  I can't find anything on communities about it!  Feels kinda scary....

Just tried Safe Boot, same thing happens!

And, sorry, the "blinking" and "tearing" on startup was surely the Safe Mode effect, not my other problem
